There is a narration from the Prophet ﷺ in which he said that when a person loves another for the sake of Allaah he should inform him of that. This is to inform someone who is loved for the sake of Allaah, so implementing this narration someone can say, ‘I love you for the sake of Allaah!’ between one man to another or one woman to another where any inappropriate accusations are negated. As for when there are possible accusations present or temptations such as a young female saying this to an older man, or a young man saying it to an older female etc., then this should be avoided for fear of falling into temptation. In the same manner, a young woman should not be greeted, or a young female should not greet men out of fear of being accused of blame or temptation. In any case, the general rule is that all the texts apply to both men and women, however, repelling evil is given priority over trying to bring about some benefit.
